| Powerex
has all the necessary licenses and permits from both Canadian
and US regulators to enable us to serve customers in western
Canada, across the US and as far south as Baja, Mexico.
These authorizations have helped us expand our marketplace
over the past few years, and positioned us to pursue new
opportunities as they arise.
Powerex also has authorization as a market participant in a
number of markets across North America including: the Ontario
Independent Electricity Market Operator (IMO); the California Independent
System Operator (CAISO); the Power Pool of Alberta (PPA); the
New York Independent System Operator (NYISO); the Pennsylvania,
New Jersey, Maryland Interconnection (PJM) and the Mid-Continent Area
Power Pool (MAPP).
National Energy Board
Export Permits
Exporters of energy from Canada must have Export Permits
from the National Energy Board (NEB). These permits outline
the terms and conditions under which a company may export
energy from the country. In 1998, Powerex received 10-year
NEB Export Permits allowing for the export of power from
all major interconnections across the country. We have
the regulatory authorization to pursue export opportunities
into the US from any point across Canada.

Power
Marketing Authorization (PMA)
In 1997, Powerex received its Power Marketing Authorization
from the US
Federal Energy Regulatory Commission (FERC). This
authorization allows us to deliver power from BC directly
to our US customers and to purchase and sell power anywhere
in the US. The PMA has given us access to a wider range
of energy resources and has been a major factor in the
growth of our business.

US Department
of Energy Export Permits
In 1999 Powerex received new export permits from the US
Department of Energy allowing exports from the US
into BC and Mexico, and from the US into Canada at all
major interconnections. In 1997, under our previous DOE
export permits, Powerex became the first Canadian company
to deliver power to Mexico.

Natural Gas
Import & Export Permits
Powerex possesses natural gas import and export permits
from both the Canadian National Energy Board and the US
Department of Energy. We also have an Energy Removal Certificate
for natural gas from the Province of British Columbia.
